Highbeaming Signal Lights

Does high-beaming signal lights really get them to change? I refuse to believe this. I recall reading that signal lights are controlled either by pressure sensors or electromagnetic fields but a friend of mine keeps on blinking his high beams thinking that it will change. Anyone know about these? I've also heard that in certain areas, such as near hospitals, the signal lights are controlled by bright lights that way the ambulances can get them to change...
 
That's what I thought too. Can you imagine if cities allow the common person to control traffic signals with their highbeams? Oh gosh...I don't wanna even think about it.
 
They must've upgraded the firmware. I usetacould (a jFoxworthian) make it change by hitting the bright switch really fast. Say about 10 times/second.
