High voltages out of universal AC/DC adapter.

I just picked up a universal ac/dc adapter to replace the adapter for my scanner that has a short. Anyways, to verify that I had the polarity right, I measured the voltage with a multimeter and noticed that the reported voltage was a bit higher than specified. For example, when I have the adapter set to 12V the actual voltage is nearly 16V, at 9V it's nearly 12V, etc. Is 16V too high for a device expecting 12V?

As he said, that is normal. You need to measure the voltage with a load on it.
