High temperatures with Zalman 9500

I am running 45c idle 56c load
I have tried seating this multiple times with varying levels of thermal paste, unfortunately all I have is the stock thermalright paste at this time.

With that being said even with sub par thermal paste I really don't feel I should be running temps that high, I have a mild OC with a voltage increas of .05 bringing the voltage on my e7200 1.16, a FSB of 1333 leaving me running at 3.1.

I modded a 120mm fan in the front top and have a 140mm fan in the front bottom, the rear 120mm is an exhaust and the right side has one 80mm exhaust. I was getting better temps with a stock xeon cooler (the tall one with the copper base).

I can post pics if needed, I would really like to get this together cause I think 4ghz may be attainable if I can get my temps in check! Any help of guidance would be greatly appreciated, Thanks.

From the reviews I have read, most stated that the Zalman coolers were overrated. Maybe something like the Tuniq Tower or Thermalright Ultra 120 would suite you better to hit that 4 GHZ mark or just have lower temps at slower speeds. Cheers!

Overrated or not these temps are bad for an aftermarket all copper cooler

Have you checked to make sure the HSF is mounted properly? Maybe the bottom of the HSF is a tad concave? If you've gotten better cooling performance from a stock Xeon cooler, then it seems highly likely there is either a manufacturing or installation issue with the Zalman.

What software are you using to monitor temps?

I am using OCCT, everest and coretemp to cross reference the temps and they all are only different by a degree at most. I guess I will try to lap both the heatsink and proc tonight.

There is nothing wrong with your temps. 45 C idle doesn't matter since nobody can tell you what is the real idle temperature for a Penryn chip and 56 C under load with voltage increase and OC seems pretty fair to me. That Zalman cooler is not one of the best out there anyway. Also, you haven't mentioned what is your room temp.
