High Speed USB Not recognized?

My AMD64 system in my sig seems like the USB2.0 might not be working properly. When I plug in USB2.0 devices, I get this warning message, that a high-speed usb device is connected to a non-highspeed usb port/hub. Why is this happening? I know my Mobo has USB2.0, and I have Windows XP pro with service pack 1a. Do I need to enable something in the Bios? Thanks.
 
make sure you actually have a usb 2.0 device.

then try plugging it in slowly. really! i had this problem a while ago. when i plug my flash drive in slowly, it doesnt give me that warning and does functions at high speed.
