High running temperature for Conroe

Setup my rig last week with E6300 and ASUS P5B Deluxe.

After installation the running temp for CPU was showing around 50C with airconditioning on.
Then I realized, I had smudged the thermal gel during installation, so cleaned it up and put the artic silver ceramique.

The running temp is still around 55 to 65 centigrades. Followed the instruction for applying the thermal gel to the letter. Some one pls help!

The heatsink is not even warm. I even tried moving the heat sink to check if its firmly snapped on to MOBO - there was no movement.

Try re-seating and re-applying the paste. Use Acetone to clean off the old paste and make sure you get a nice thin layer that still covers.
 
if the heatsink isnt warm, then it is not seated properly. heatsink should be at least warm at idle and pretty hot at load.
