My Pentium 4 3.0 Prescott 800mhz FSB has been making a high pitched "electrical" noise ever since I put it into a new ABIT aa8xe mobo.  I know its the cpu because I have unplugged each fan, HD, ram dimm, video card, sound card, optical drive and the noise is still there.
I already removed and replaced the cpu to see if the pins were messed up, but everthing looked fine. My computer runs perfect and the cpu actually seems to be much faster in the new motherboard (better memory).
idle temp: 42c
load temp: 57c (really good for a prescott)
it has never been overclocked, and I know its not the mobo, cause I stuck a celeron in its place, and it made no noises at all. :Q
The noise is most prevelant during games and other CPU intensive activities.
