High pitched noise when computer is off

I just bought an OCS StealthXStream 600 W, and when the computer is off I have a high pitched noise coming from the PSU. When I flip the power switch off, the noise goes away. When I turn my computer on, either the sound of my computer overshadows it or it goes away. Is this a problem?




P.S. is it okay for me to use a 4 pin auxilary CPU connector when my Mobo supports 8? This PSU doesn't have an 8 pin.
 
Because I could not get a response fast enough, I just RMAed it. I hope I did the right thing. My old power supply is definitely quieter than my new one, there was definitely a problem. This is so annoying, don't they test the products or something?
