High pitched noise, interference in speakers

I have high pitched noises, beeping constantly in the background when i turn my speakers up without music playing, i can hear it in my headphones too- sometimes with music playing, or when I start up my CD or DVD rom drives i hear the whirr of the drive in the speakers.

Could this be fixed by not using onboard sound? i have a shuttle AN35N Ultra 400 board
