I am almost certain this is when the CPU throttles to a slower state. This was a very common issue with the MSI P67 boards with the Super Ferrite Chokes. Try to see if the Cstates help, but if its not too loud, I would just live with it and crank the music😉.

The only time I couldn't stand coil whine was when I bought an HD5850 from a forum member here and WOW did that thing whine! I could hear it through my noise canceling headphones. Luckily he let me return it and agreed with me that the whine was pretty bad when he tested it after I sent it back to him.
 
it's an office pc 😉 if it was my normal computer, i would not care.. We'll see what happens.. will try my 2600k as well this weekend to see if this changes anything..
 
I've had this issue before on an Asus motherboard a few years ago. It was a capacitor. It's very difficult to localize because of the high frequency of the whine, but it's just a thought. I had to RMA the board. It drove me mad!!!

I don't think capacitors can whine tbh. OP, disable cstates and see what happens. If not, disable all power management to see if it resolves. Im betting its just a noisy coil.

Capacitors can most definately whine. Was confirmed by Asus. A quick google search would confirm this. Though I would agree it is fairly unlikely today with solid state capacitors, though it wasn't always so. I just thought I would mention my experience, as a capacitor was to blaim.

Either way, for OP, glad you got it solved.

Thought you'd like to know. I installed my new Gigabyte board GA-Z68p-DS3 and it whines. Kind of sounds like a locust at idle, then when you start opening programs and taxing the CPU, it goes away. Disabling Cstates fixed my issue too and I left C1E and EIST enabled and still throttles the Speed and voltage just fine.
 
So there is something to it then 😉 Good to hear that it is a fix.. my cpu has been running for a while now, and no whining.. I love it!!

Bad caps can definitely cause coil whine, but I don't think it's the capacitor itself that whines, rather whatever coil is nearby that isn't getting a clean voltage because of the bad cap.

I had a monitor PSU board that had really bad coil whine. It was definitely one of the power transformers that was making the noise, but replacing a bloated capacitor fixed the issue.

I had this exact same problem with my i5 750 and ASUS p7p55d. Disabling c-states, specifically c1e, made a noticeable difference. Right now I have the other c-states enabled and c1e disabled, and its mostly inaudible.

Yeah, mines almost completely quiet until I run Intel Burn test. For some reason it will squeal once like a guinea pig right before a pass finishes.
