what video cards are the best or among the best for business apps?

im talking about office, photoshop, illustrator, CAD, etc....

2D speed has not been a big issue for some years. I am not sure what CAD requires, so I cannot comment on it. Most business app people look more for 2D image quality than speed. If all you need is 2D, something like a ATi 7000 would be sufficient (and cheap).
 
For all those things that you said (CAD depends on what you're doing), you'll be fine with pretty much any of the less expensive Radeons. If you really want tip top best of the best 2D quality, then Matrox would be the way to go. Honestly, I can't tell that much difference between them, though.
