High fluctuations in CPU temp

I installed my CPU last week with a Noctua NH-D14. I used about a pea-sized amount of thermal paste that came with the Noctua and mounted the fan on top of that the best I could, but I may have smeared some of it around the CPU heat spreader since it wasn't perfectly above it when installing. I screwed the mounting bracket in by hand and then used a power drill on a very low torque setting to tighten it.

About a week later, I'm looking at my CPU temperatures in HWMonitor and, at idle, the CPU temps fluctuate from a low of 17C to a high of 46C, and the real-time reading jumps all over the place.

Any thoughts? I'm running an AMD-8350.

It's normal for temperatures to fluctuate when sitting idle on the Windows desktop, because various things will be running in the background, using CPU cycles.

46c is definitely not concerning.
