1. What YOUR PC will be used for. That means what types of tasks you'll be performing.

This is to be my new primary PC. Office productivity, content creation (including video editing), multitasking, and web-browsing are the primary considerations on a 4K television (already own) and two secondary 1080 monitors (do not own). The idea is to use the 4K TV only for video editing/viewing, and the 1080p monitors are to be used for gaming and office productivity.

If a 4K video solution is not realistic at this price range, then I will drop that and accept 2x1080p monitors. I would prefer near-silent operation when performing basic office productivity tasks. Secondary considerations are to be given to gaming performance, but some noise is acceptable during gaming or even very heavy video editing. I do not expect a 4K gaming experience.

2. What YOUR budget is. A price range is acceptable as long as it's not more than a 20% spread

~$1800, but this will have to cover dual monitors, as well. (Want recommendations on monitors, too).

3. What country YOU will be buying YOUR parts from.

6. If YOU intend on using any of YOUR current parts, and if so, what those parts are.

A friend has offered me a Thor v2 (case) and my choice of three power supplies: Rosewill Tachyon 650W, Seasonic Platinum 660W, and Rosewill Fortress 450W. These offer Platinum efficiency. However, I am not emotionally invested in these: I will buy another case/PS if the build requires it or if people contraindicate these options and will use these only to save money/free up money for other components.

7. IF YOU plan on overclocking or run the system at default speeds.

I will take recommendations, here. I'm not going to leave 10%+ performance on the table for free if that will help my computing experience, but I have no experience with this.

8. What resolution, not monitor size, will you be using?

Ideally I would like to drive 1x4K monitor + 2x1080 monitors. The 4K would be used solely for video editing/viewing, with the 1080 monitors being for office tasks and gaming.

9. WHEN do you plan to build it?

Target date for all parts on-site: 5/2.

X. Do you need to purchase any software to go with the system, such as Windows or Blu Ray playback software?

N/A. I already have these.

How much is your friend wanting for the Case+PSU? I would definitely take the Seasonic from those choices unless he wants a lot more for it. I would probably pass on the Thor V2 unless it is really cheap.

You said two 1920x1080 monitors, but you didn't mention any other dimensions. Do you have a minimum or maximum size in mind?

What content creation programs do you intend to use? I'm currently considering suggesting a build with a hex-core CPU, but that only makes sense if you're doing a lot of heavy video editing, or PhotoShop, etc.

Good question. I was looking for anything in the 22"-27" range, with higher being better within the price range.

What content creation programs do you intend to use? I'm currently considering suggesting a build with a hex-core CPU, but that only makes sense if you're doing a lot of heavy video editing, or PhotoShop, etc.

I use SAS (for large datasets - up to ~30mm entries), Excel, Visio, CyberPower Director PowerPoint, and Word in approximately that order, as well as the standard suite of Chrome, Word, etc.

I very occasionally use PhotoShop.

I think that Ken's build is good, though I would get two of the same monitor, mismatched ones drive me crazy. You can pick up the following CPU/mobo combo from MicroCenter to save about $100 (less after tax):

i7 5820K + ASRock X99M Killer $460 AR
 
I think I got lost in the middle of a post I was making earlier. SAS looks like it may not multithread very well, so I was suggesting a quad-core 4790K instead.

Does "30mm" mean 30M, 30G, or 30T? (or 30 millimeters?)

The degree of parallelism in SAS depends totally on your analysis and your data set. And your license because SAS falls into that particular category of annoying "enterprise" software.
