High delay

Hello,
The NIC directly connect to switch with cable and switch connect with cable to ADSL modem.
But i have very high delay with modem.
I change NIC but doesn't effect :\
Sometimes is good and <1 ms and sometimes very bad.

Connect a computer directly to the DSL modem/router (without the switch), and preferably using a different Ethernet cable, to see if you still have the same problem.
