high cpu utilization w/ ultra66 and cd burner

I have an ultra66 card in my system and my HP 10x burner as the only thing connected on it. When I burn any cd (just regular data) the cpu usage is ~30%. Also mp3's I play during burning have crackling sounds (mx300). BTW, I have a AMD 1200mhz, 512mb ram.
