High CPU Usage while Downloading

When I download something over the internet I've noticed that my computer starts slowing down. My mouse starts lagging, my media player starts stuttering.
I opened up Task Manager and looked at the memory usage but it seems normal. The top memory user was Firefox at 70MB.
I looked at the Performance monitor and found that my CPU was being used up to 90%.
I've updated the BIOS and updated all my drivers.
here are my specs.

CPU: Core 2 Duo 2.13Ghz
Motherboard: Asus P5B-E
RAM: 2G DDR2 667
HD: Western Digital 320GB 7200 RPM 16MB Cache
Graphics: Gigabyte 7900GS 256MB

LAN or USB connection? Driver most likely - incorrectly serving interrupts. Try reinstalling it.
