High CPU Usage for every program

My Specs:
CPU: Intel(R) Core(TM) i7-3770K CPU @ 3.50GHz
GPU: MSI GeForce 970 GTX 4GB Ram PCI-E
Motherboard: MSI Z77A-G45 1155 ATX
HDD : 240GB SSD HyperX
RAM: 16GB HyperX
PSU: CoolerMaster V550 80+ Gold
OS: Windows 10

I have been having a problem with my CPU usage being way too high for normal processes that should not be THAT taxing on my CPU. Watching one stream on twitch causes my CPU to use around 30% of its power, and simple programs such as Skype use close to 5-10%. Watching streams on Chrome seems to be the biggest CPU hog. The usage also gets about 5-10% higher if i full screen the stream. I also tried to stream myself using OBS and was not able to run the program and the game without lagging horribly and usage going through the roof. This seems way too high for a 2 year old i7 model. I have been having issues like this for about 6 months or so and am completely out of ideas. I am not sure if it is a direct CPU issue or if something else is wrong. If i am only watching one stream or playing one game, everything runs fine and the quality is great. However, once I have 2 or more open the usage gets above 60-70% and the quality drops dramatically. Please let me know any suggestions you have because I know my PC has the hardware to perform better than this.

This is my system running with only one stream open on Chrome. Notice even small applications such as task manager take close to 1% of the CPU.

What I have tried:
- Tested CPU and GPU temperatures and speeds
- Tried multiple Malware and Anti-Virus programs
- Performed a complete HDD wipe and new installation of Windows
- Upgraded from Windows 7 to Windows 10 (Same problem)
- Tried re-seating the GPU
- Looked at any other processes taking up a ton of memory (found none)
- Tried other browsers for streams (close to the same usage)
- Tried multiple games
- Tried using only one monitor (no change)
- I do not believe it is a faulty GPU because it is only 2-3 months old
 
I'm on 3770K as well using Chrome and can't recall ever having abnormal processor usage problems. Watching a 720p twitch stream, usage is around 7-12 %. Increase with full screen is maybe 2%.

Although... it doesn't hurt to try a different browser and compare CPU usage.

Do you get the same problem when only running integrated graphics?

Try another browser and make sure hardware acceleration is on.

Also you say for every program. But you only mention something with twitch related.

Seems you problem is isolated to having 2 or more twitch streams open.

Did you just upgrade to Win 10? I turned back to 7 because I had nearly 30% cpu usage idling on desktop. It was caused by the Intel Rapid Storage Technology.
 
What clock is your CPU running at when you're looking at CPU usage? Bear in mind that 20% usage while at 1.6ghz is the same as ~8% at max turbo.
 
I have tried both Firefox and Internet Exlporer and had similar results.

@Yuriman it looks like the CPU is at 3.68 GHz with both a stream on source and World of Warcraft open.

Also note that small programs such as snipping tool is taking up 1.9% of my CPU in the screenshot so I am not sure if the streaming thing is the only problem or if it is just biggest culprit.
