Hiccups in XP

In WinXP, my computer stops for about 2 seconds frequently. I would say about every 10 minutes. It's pretty annoying... and also, my taskbar freezes for like a minute sometimes. When it happens I can't press the buttons, press the windows button(start), or anything else. Anyone know this problem? This is the third time I've installed XP and it was also like this before.

My system:
Tbird 1.4
RadeonLE
SBLive5.1
IBM Deskstar HD
K7S5A Mobo
 
While it's stopped, when I look at the Task Manager, it always says cpu usage 0 or close to 0. I don't think something in the background is taking up resources because I'm very careful not to install lots of crap. The only programs are icq, msn, and the stuff that comes with windows.
 
also you may have something running that doesnt get alone well with outlook and it is pausing every 10 minutes when it send/recieves?
