The error window title is "Power Policy Manager is unable to reserve hibernate file" and

The Messge is " Cannot access the file b'cos it is being used"

Well seems like Windows can't access the file it reserves for writing its hybernation cache data into. It is usually located on your system drive (C?) in the root. So either it's locked by another process, which would be weird, or you do not have enough space on your drive perhaps. Try turning all your hybernation options off, check your root to see if the hyberfil.sys file is gone. (i think that's the name) Make sure you have system and hidden file viewing enabled in your folder options otherwise you will not see it, even if it's there :)
Then reboot your computer, check drivespace and try enabling the hybernation option again.. Good luck!

Perhaps the Hiberfil.Sys file is corrupted.
Go to Control Panel,
Power Applet, Hibernate (Tab), uncheck Hibernate option.
Reboot and then re-enable, which should recreate the file.

If it doesn't work some notebooks have a dedicated partition for
handling Hibernation states which is controlled by BIOS. You didn't
mention Brand/Model #, but this type of Hibernation isn't really used
that much anymore. This could also be some type of application that
the OEM placed on the computer to take control of Power states.
If the notebook is ACPI compliant, then XP should be able to use
Hibernation. You should check Add/Remove in Control Panel & see
if any listings appear related to Power. It might be as simple as locating
the 3rd party app and uninstalling it.

And one more suggestion: It may start working if you disable your Spyware software.
