Hi-Val modem and Win2k

I bought a Hi-Val modem at Circuit City because it was the cheapest they had. I knew something was up when Windows 2k did not detect it, and then when I manually tried installing the drivers it eventually said Win2k does not support this modem. The modem is supposed to work on NT4, 95, and 98. Does some hardware just not work on 2k?

Oh by the way, if/when I return this modem to Circuit City, what would be a cheap modem that's solid under 2k? Thanks again.
