I'm not sure I understand the first part of your question. For the latter, I've had that problem when I had a key stuck on my keyboard (like alt or shift). Press the ctrl, alt, and shift keys a few times and see if that helps. Which browser are you using and did you try another one? Maybe one on another computer?
