Can anybody gives me details to this??

My ISP has this network installed and only gives 1 MBPS local server to client speeds and 70 KBPS client to client sppeds. What is the max local speeds this kind can give. Also the pings are very high. We users feel that this is because of routing problems and we cannot even connect to MSN messenger.

That may somehow mean something else, but in my experience HFC means Hybrid Fiber/Coax, which is a description of modern cable TV cable plants. Those systems would deliver plant-wise performance the same as other cable modem systems (DOCSIS 1.1/2.0 theoretical max speeds) but customer-visible throughput would depend on upstream capacity and how much other load is on the network (other customers) and could therefore vary wildly.
