"what's the best racing wheel out there" + "prefer under $50" = Does not computer.

The Logitech G series wheels are decent from what I've heard, especially for the price if you're not doing any real 100% accurate simulation stuff.
 
Hit EBAY and pick up any $200 wheel for somewhere in your price range used.. there is no "good" $50 wheel..

MS old Force Feedback wheel is not to bad., Most the Logitech (force feedback) ones are worth it, the newer MOMO ones can be found often time referb with some looking) for about $100 great deal if you can find it.

I prefer the Old ACT LABS force feedback RS wheel it had the best (even feeling) force feedback and was just a solid piece of KIT.. you can get lucky and ind a USB one for under $100 on ebay quite often.. it also had a nice system where you could use it on other systems ( PS2, SNES, etc.. with a cart.. (the carts are hard to find).

last thing.. this is the PC game forum.. and you mention a 360 wheel.. is this for console?

I think he was just mentioning that wheel because it should work on PC just fine.
