The proper response would have been "position themselves to get rich with nearly free capitol".
The virus panic will end, all the people ruined by it will leave opportunities for others to capitalize on. Once everyone understands that the vast majority of covid-19 cases can be treated with over the counter medication, sanity (or as close to it as we ever get) will return.
