I spoke too soon. Still getting the pausing. Do I have to reboot or something? I even closed and opened Outlook, but I'm still getting it.
 
Nope, didn't do it. I think these "Offline Files" are a different thing from Outlook 2000. It says "Set up your computer so that files stored on the network are available when working offline (disconnected from the network)." I think this is just file sharing type stuff rather than an email-only thing.

Wasn't there a way on NT/2000 to manually change the priority of a task? Beyond Task Manager?
