hermal Throttling at 61 C on 3570k?

I just got a new ASrock Z77 Pro4 and an 3750k. I'm just starting to push it, I'm water cooling the chip as well.

I started out at 4.5 with an offset of .060, disabled all C states and speedstep. But regardless I keep throttling down to 3.4ghz and the temps immediately drop 10 degrees for a while then jump back up to the screen shot below for 20-30 seconds and throttles back.

What am I missing? Do I need to disabled thermal throttling? Are my temps not reporting right and chip is protecting itself? Just seems odd to be throttling so quickly.

First thing i'd do is reset to stock clocks/voltages and run Prime95 or something to see what the deal is with the temperatures. If it's still throttling even at reduced clocks, something else is going on.

The chip won't thermal throttle until you hit its TJmax, which is 105°C for your specific processor.

However it will throttle for other reasons, namely current (amps) and power (watts). In your BIOS there should be options for enabling higher current and power limits.

It varies by mobo and I don't have your mobo so I can't tell you exactly what to look for in your BIOS. But hopefully someone on these forums will be able to.
