At the end, it looks like the valves aren't actuating up and down, but when you see it in slow motion you realize that the camera / recording refresh rate is just missing some of the motion because of aliasing.
It apparently is running off compressed air, but I did read that it could run off a couple materials that don't require spark plug ignition - sort of like diesel.
