Ok, this problem isn't that bad and I know that someone here is going to have the answer.

I bought an OEM 3com 56k v.90 pci voice modem and they gave me the wrong driver disk (it was for a win modem). I went to usr's site first and all the links to the drivers I needed were dead. Afterwards I went to 3com's site and the link just took me to the top of the driver page. I finally found a copy of the usr drivers on 3com's site and I went to install them by telling windows they were on my desktop but windows wouldn't detect them. I then forced windows to use them but it complained about how they wouldn't work but they seem to. I'm getting on at slightly slower speeds than my isa did so i'm thinking my drivers might not be the exact right ones. That's my first problem and I'm not too concerned about it but the one I reallyneed to do is get it off com 5 and onto anything lower so i can dial out in dos. There are no jumpers on it and when I go into modems or device manager the com changer pull down menu is in text so I can't just tell it to switch coms. If I reinstall it and tell it to be on com 1 or 2 it puts a modem into the com of my choice and then installs another one in com 5. The one in com 5 is the only one that will work.

I'm thinking that maybe I have the wrong drivers and if I get the right ones it'll let me pick my own com.... unless someone here knows how to change it.

Do WinModems work in DOS? I didn't think that they did. Have a look on your card for the identification code of the modem. 3COM/USR uses a really complex naming scheme that doesn't make it easy to find drivers.
