I fresh installed W7 to a dell Inspirion 15-3521. Now It shows no usb controller drivers installed. I cant connect to the internet because of course there is no network controller drivers. So how exactly am I supposed to load drivers onto the laptop w/no usb functionality?

Bluetooth doesnt find my phone so thats not going to work and I have no other bluetooth devices. Cant LAN into it because no network drivers. So riddle me this ladies and gentlemen, how do you pick the lock on a room with no locks?

No other machine (friends, family?) that you could download the drivers and burn them onto a CD/DVD? (I Googled the model number you provided, and it shows it has DVD drive).

Yep, burn them to CD. Or put the HDD in another computer and copy the drivers to it.

Do as the others said and burn the drivers to a CD, or reinstall Windows with the Windows 7 disk that came with the laptop and it will automatically install most (if not all) of the drivers.

Using another PC, download a Linux LiveDVD ISO, use Rufus (if on Windows) to "burn" it to a USB stick, then plug the USB stick containing Linux into the laptop, and boot off of it. Using the Linux Live distro, connect to the internet, download the necessary Network and USB drivers, to the Windows filesystem, then shut down the Linux distro, and reboot into Windows, and double-click the installers for Network and USB.

That's how I get Skylake Windows 7 PCs up and running.
