Hercules 400Watt PSU Dead?

I got a 400Watt PSU from eBay (I know, bad choice, but I was broke) and ever since I got it, it would not give the mobo enough power to display anything! I just bought a 2500+ Barton and K7VTA3 mobo too, so I am getting very angry @ this PSU. Now I hook everything up nice and snug, plug the PSU in, turn on both, they power up okay. But nothing comes up! No POST or stuff like that. I have tried taking out everything, but it just doesnt want to make me happy! 🙁 Is there anything I can do to make this work? I have another AT (not ATX) PSU sitting here if I could do anything with that...
