Helping friend look for $600 Desktop for Vid Editing, light CAD

A friend asked me to help him find a new desktop. His budget is $600 not including tax although he would like to be lower if possible. He is sure he wants a desk top and wants a system that supports dual display and will perform adequately in doing basic CAD work and video editing. He has no preference for AMD or Intel. (Prime use does NOT include gaming but I am sure something that could play Mechwarrior, Battlefield 3/4, Titanfall, etc. would not be a negative as he does not have a new console yet.)

Tasks:
- Casual CAD
- Casual Video Editing
- Browsing, Email, Chat, Photo Editing, etc

Needs:
- 64 bit Windows OS (his displays are not touch)
- More than 4GB RAM
- Dual Display Output

Have:
- 2x Displays
- Mouse, Keyboard

I have not desktop shopped in years. I am not totally adverse to helping him buy the parts and help him build but he needs an OS. Personally, something ready to go, a good deal with solid warranty, that meets his needs is preferable.
