Is there a Program that can delete everything on my HD not using windows?

I don't understand your question. You want to delete everything that isn't using Windows? If you're running a Windows based computer you actually need everything on there.

Well short and simple: I tried to re-install XP and it got corruputed so I cant use my pc or try to reinstall it so I need something to wipe everything off it so I can Re-install.

just boot from the cdrom and the installer will let you format the partition

You'd think so but it doesn't. IT just goes to the XP Installation When there isnt a DISC THATS XP IN it. I dunno.
