HELP!!!!! wont boot, cant get into bios

I have a Gigabyte 7DX, a 1.4 Tbird, 256 megs PC2100 ram. I have everything installed and tried to boot up, I got into windows and it started installing drivers for the new MB, then it locked up. OK, no problem, re-boot it. Now it shows the video card
(ge-force2 ultra) info on the very first screen to appear, and it hangs there w/ a flashing curser. OR it will show the bios splash screen but it says "check system health" w/ no option to get into bios. OR it shows the bios splash screen w/ the option to "press deleat to enter setup" but it will not enter setup, it just hangs there.

Iv re-seated my ram, tried a different slot for the ram, re-seated my Vid card, re-seated my CPU, my fan is plugged in correctly. WTF???
