Help with XP Home, TCP/IP, ipconfig /renew problem?

Hi, I've been trying to fix a computer that has recently stopped getting an ip from a dhcp server and I don't know why. When I try to renew it's ip address from the command prompt I get this error "An error occurred while renewing interface Local Aeria Connection 6: The System cannot find the file specified.". I've tried using some info that I found in the MS Knowledge database about resetting your tcp/ip stack "netsh int ip reset reset.log" this did not help. I've also determined that the DHCP Client service is not and will not start, when I try to start it manually I get this error message "Could not start the DHCP Client service on Local Computer. Error 1068: The dependency service or group failed to start.". When I try to use System Restore to go back to a date when getting an address of DHCP worked the System Restore fails and says that nothing has been change. Please any ideas that you have will be greatly appreciated. Is it starting to look like reinstall OS time? BTW, from what I can tell TCP/IP can't be removed altogether from XP and I've already removed the network adapter from the device manager several times. I've even tried a new PCMCIA nic which also didn't obtain an address from the DHCP server.
 
Have you checked / upgraded / reloaded the NIC drivers?

Do you get the 169.XX.XX.XX address when DHCP fails?

Are you sure the DHCP service is running properly (restart the device that's issuing the addresses)?

Have you checked that the path between the PC and the DHCP server is intact?

What was the last thing done to the machine before the DHCP stopped working?

Have you applied all of the Service Packs and updates?

Have you tried another NIC?

Is this machine overclocked?

Does this machine have a software firewall installed?
