help with win2k startup

About 3 wks. ago I was building a computer...it seemed to work but i had some ram problems... SO, I set my cpu/fsb from 9x133 to 12x100. it seemed to work but last night i got this message from win2k right before the win2k splash screen:

***STOP: 0x00000067 (0x00000004, 0x00000007, 0x00000000, 0x00000000)
CONFIG_INITIALIZATION_FAILED

After I press the reboot button on computer, when it reboots it works fine. Anybody seem to know if its win2k or something else...
