Help with weird video issue

I have had an irritating problem with my computer for some time now. When I use WMP to play songs, the visualization lags and the song plays at like half speed. Banner ads on websites and other video will do the same thing, as if my computer can't handle it, but I have a gig of ram. My video card is updated, but it's a 5200, I really don't play games on this pc. I have not been able to figure out what might cause this, everything seems good in my device manager, any thoughts would be a big help, it's such an annoyance.
 
I should also mention that it plays just fine when minimized, but when I open it to full screen it does this lag stuff. I always keep it minimized and yet banner ads and the like can cause it to lag momentarily.
 
I'm pretty sure it was after I uninstalled and reinstalled the video card. i've never had anything like that happen before, so i'm really having trouble figuring out what would have gone wrong. since then, i've uninstalled the drivers and updated them, and it still does the same thing.
