Help With UpgradeI

I recently upgraded my pc and am experiencing problems. I went the extreme budget route and odered a return motherboard from NewEgg, so I'm not sure if the problem is something I have done, or is something with the motherboard . Here is what I have:

ASROCK 775V mb
Celeron D 326
1stick 512 pc3200 ram
Sparkle 350 ps
Asus GeForce4 mx 4000 (64mb)
Scythe Katana 775 cooler
Seagate 40g pata hd
Gigabyte pci wireless card

The first thing I noticed when first booting the pc was that the keyboard light stayed on after turning off the power. After connecting the drives, etc, the problem went away. Next the serial mouse ( yes, extremely old stuff) was not detected ( there was no problem with the system before the upgrade. It was XP sp2 also). I used another mouse(usb) and it worked. Next, I wanted to add a modem, and after installing the card, windows did not detect it. Before I moved the modem to another pci slot, I unplugged the power supply, and when I plugged it back into the ps, the cpu fan spun up for a few seconds, then stopped. I unplugged it and replugged the cord, but the fan did not repeat this problem. In the new slot, the modem was detected properly, but after the detection, the pc rebooted. The desktop came back up, but I received a message:

Maybe I did something wrong. I know this is not the most Windows friendly system, but all of these problems did not exist in my old system ( I used the same modem, serial mouse, case power supply, cd drive, floppy) I have a new MB, processor, memory, and cpu cooler. Is there a short in the Mb with the case? The problem seems intermitent, and if I remove the Mb from the case to isolate the short, how will I know that was the problem? The ps is fairly new, but perhaps not enough? Since it is a returned Mb, I only have 15 days to return it, so I need to figure this out in the next few days.
