Help with upgrade or replacement

I hope this is the right forum.

A friend gave me a Dell Dimension 2350 a few days ago. I am thinking of upgrading it to use as a media center PC or an extra computer for the kids. I have a TV tuner card, remote and a couple of large hard drive lying around to use.
The specs on the system are:
Dell 2350
1.8Mhz Celeron Processor
Intel 845GL Chipset
128mb Ram DDR PC2100
30GB Hard Drive

I was thinking about upgrading the processor from eBay. Also, I am considering adding more memory and possibly a PCI video card. This system does not support AGP or PCI-E.

The PCI video cards I am looking at are:

ATI Radeon X1300 256MB

I can do this upgrade to this system for under $200. Would it be wise to go this route on an older non AGP, PCI-E system? Or should I just buy a new Motherboard that supports AGP or PCI-E and go from there?
