help with slow lan file transfer

Is there a reason why my laptop won't send a file over a lan at faster than 15 kb/sec? lol .. i have a dell inspiron w/ p3 700 running win ME and a PCMCIA ethernet card from Linksys which uses a media coupler. From the internet (dsl) it will download at good speeds comparable to other computers on the LAN, but network send/receive is incredibly slow..
