Help with slow CS speeds?

Here's the downlow on my CS situation...I just got my GF2 pro the other day and played some CS w/ it, but noticed that it's not any faster than my GF2 MX from before. I then did that /cl_showfps bizness and saw that I was getting 71 fps max, the same frame rates I was getting w/ the MX. So my question to you guys is that is there any way to solve this problem? someone suggested changing the maximum framerates allowed in some configuration file but I had no luck finding that anywhere. BTW I already have V-sync and AA turned off. (below are specs) thanks.
 
Two things:

fps_max 100
fps_modem 100

Watch your framerates increase! BTW - you can't go over 100fps, the Half-Life engine won't let you.

btw I type this in the console right? or is it in some .ini file?
 
Console, yes.

You can put them in the autoexec.cfg if you don't want to type them every time.
