Help with simcity 4 deluxe

Well ive finally managed to get the game working, i couldnt get it to recognise my cd no matter what i did (thanks to securom apparently), so i just torrented the thing.

Anyways i have a few straight up questions to problems i never found a solution to when i played this game before so hopefully someone can help or point me to a mod that can help.

1. Once buildings of a certain type are built (say manufacturing industrial) and there is a negative demand for these structures and a huge demand for high tech industrial, nothing actually happens. Its not like in SC2 or SC3 where the industrial zones redevelop themselves according to demand, i have to manually dezone the damn area and then rezone it for high tech to appear. Why is this?

2. I dont want buildings to appear darkened when they downgrade wealth, is there a mod that will simply have a $$ building built in place of the delapidated $$$?? I saw a mod that stops it from happening completely but i dont want that, i just dont want to have to keep demolishing these delapidated towers that appear every 10 years.

3. Is there any way to have utilities automatically rebuild themselves? It could be done in SC2, it was lacking in SC3 and is still lacking in SC4 unfortunately.

1 In a negative demand, your buildings will show up as abandoned. The buildings will slowly decay, until they self destruct or catch fire. Or if demand increases, they will again be in use. Because high tech only will grow in high desirable locations, the surrounding abandoned industrial lowers the desirability too much. The only way to get high tech is to doze the entire area and rezone, which resets the desirability factor.


2 & 3... Whats the point of automating everything? The point of a sim is to do everything yourself.

1.) Industry will upgrade without having to Bulldoze/Rezone.
a.) Does the Zone have water?
b.) For High Tech, is there enough demand for it? The yellow demand is a composite of Agricultural, Dirty Industry, Manufacturing, and High Tech - you need to look at demand in the Graphs/Charts menu to see the individual demand for each.
c.) Is your EQ (Education Quotient) at least 100 (for HT) - preferably higher?
d.) For HT, hows the area look as far as Pollution? HT doesn't like pollution (neither does $$$CO).
e.) Also check the area for Desirability for HT.

2.) There are Mods to remove the 'Darkened' appearance, but the building will still be the same and the Tenants will be lower $.

3.) You can build your Utilities (Power, Water, and Trash) in a neighbor Tile (Regional) and do a deal to buy them from the neighbor and they will not deteriorate as long as you don't play in the Tile the Utilities are built.
The down side is it will generally cost a bit more than if you put them in your City though.
