Either "The mission : to break into the ...." or "The mission was/is ...." there is something called a verb.

Same with your title Help with a sentence would make more sense. Especially as capatalising sentence makes it sound like a propper noun. In other words there are more than one sentences in existance so use a.

i bet it won't complain if you use a colon instead of a comma.

There is no verb in that sentence. What you wrote was a headline or a title. You did not write a sentence.
I re-wrote it to "To break into Oil City was our mission"
That is a very clumsy sentence. The subject and the verb should come as close to the beginning of the sentence as possible in English.

The first way of writing the sentence had no verb! :Q And the rewrite is in passive voice...

I figured that he was planning on using it in a longer sentence like:

The mission, to break into the energy plant at Oil City, was really quite stupid.
OR
To break into Oil City was our mission which as it turns out was really quite stupid.

The mission called for a break-in into Oil City.

Not in the passive voice anymore, although following break-in with the word into seems kind of awkward.

it really is.

change the comma to colon, 'was', or 'is' in the original sentence (like Zim's suggestion above). more obtuse or jumbling words around doesn't make it better.
