Help with second-hand rooted Incredible

My GF's Droid Incredible is having a ton of issues and needs to be fixed. Her old roommate rooted the phone but i'm not sure how or what method he used, nor does she. Currently no new apps can be installed even after doing a factory reset. I've rooted phones in the past, but not an android. I've done a lot of reading, but this is an odd case and I would hate to brick her phone.

Would I be able to just move forward with installing something like clockworkmod and installing a new rom? Or should I try and re-root over top of the existing root using UnrEVOked 3?

I plan to check the phone for Rom Manager when I get a hold of it. Any advice would be appreciated.

I'm going to try the fix_permissions in the terminal and see if that helps. She has rom manager but it force closes.

I agree with Oyeve. I would reflash (using Odin or CWM or whatever) to a stock image to get it back working again and then go from there. Make sure to do a backup ahead of time.

When I'm debugging an issue, I prefer to reduce the number of variables. In this case, you don't know what the guy who rooted it did, nor what is causing the problems. Going back to stock eliminates the whole software infrastructure by taking you back to a "known good" state (ignoring the issues with stock software anyway). Then you can root it or whatever from there, but at least things should be working fine again under stock settings.
