Help with Rotating Pictures in WORD

I have a scanned picture of a graph, however, its vertically position on the paper and I want it horizontal.

I went to "Draw" then to "Rotate or Flip" however it wont let me select how I want to rotate it.

Am I doing something wrong here?

same thing happened to my GF, it wouldn't let her rotate a picture either :Q
