Help with renter's rights!

Basically we (me/wife) moved into our first apartment about a month ago, we were promised a bunch of things and moved into an apartment that is unfinished. Basically quite a lot of things are not done and were promised to us, so we have things like a make shift counter top and cabinets sitting assembled on the floor instead of hung. We are in connecticut and are wondering what we can do about this, we have told him MANY times about these problems and he keeps saying he'll do it, but hasnt set foot in the apartment since the day we moved in, yet expects full rent. Anyone know the law on this, like can we deduct money from the rent for all this crap or just withhold....any advice would be GREAT!

Unfortunately no...we also did quite a lot of work on the apartment itself. Basically the landlord is a guy I know, so we were very nice about the whole thing and hadnt put a lot of it in writing, yet anyways. Although the apartment isnt zoned for renting so I can easily hit him up with some kind of code violation in writing with notice that Im withholding rent if necessary. I was just wondering if him not fixing the stuff he said he would was some material breach of contract and I could hold it against him and get it fixed somehow.
