Help with region settings

Reinstalled XP, and now when I hit SHIFT-2, I get this " instead of the at sign. Also, SHIFT -3 gets me this £ instead of the number sign.

I changed my regional setting to United states, but it still does the same thing. I know it's probably simple, but what am I missing?

Thanks!
