help with refresh rates/video skipping problems

Anyway, I was playing TFC the other day, reminiscing about getting 100 fps back when the Nvidia refresh rate fix worked ( pre 23.11 detonators). I went on a hunt to find an alternative, and I found one at a website that I forgot to bookmark. The name of this small app is "NVrefreshtool 075". I decided to set my refresh rates to the values listed in by default (all higher than 60). I rebooted, fired up Half-Life and I was in 100fps heaven again.

HOWEVER, a new problem arose from this, and that problem is my controls started sticking. Every 5-7 seconds or so, my controls essentially stop responding for about half a second. This drove me insane, I couldn't take it. I tried to reset the rates all back to 60 cuz I would rather lose FPS than controls, but after a reboot, the refresh rates were STILL above 60.

I figured that I can live without TFC as UT 2003 will be out soon enough, so I fired up Renegade. Now Renegade runs sluggishly, and makes it unplayable for the most part. I proceeded to then install the newest detonators (WHQL certified) and the refresh rate problem was solved. Everything is locked at 60hz again, BUT THE CONTROL PROBLEM and the RENEGADE SLUGGISHNESS still persists! Even SOF2MP TEST runs a bit more sluggish than it used to. I tried upgrading my mouse drivers, but to no avail. My mouse now feels less responsive, and the original problems still plague my gaming bliss.

Sorry for the long explaination, but I am really at a loss as to why this happened and what I can do to fix it. Also worthy of note, I did a massive tweaking of XP before doing the refresh rate fix, this included a great deal of regediting and moving automatic services to manual. I followed the guide here. For the most part my system showed a slight increase in system resources and speed but overall not worth the trouble IMO.

Anyway, my final question is how can I fix this short of a XP reinstall and/or buying a new video card?

Sb Audigy OEM
Logitech Mouseman+ Optical (Original Blue one that is Discontinued, excellent mouse)
Windows XP build 2600 with all updates installed ( from windowsupdate )

I can't think of anything else that would effect game performance. PLEASE help me. TIA
