Help with Photoshopping a picture

This picture was taken at my friends' wedding. I think it is a great shot. It has a real Norman Rockwell-esk feel to it. I want to touch it up a bit and give it to them as a gift. They have no idea it was taken, but this moment was talked about a lot. I was thinking of giving it a Kim Anderson look to it. I am by no means a photoshop expert, as you will see. Does anybody have any suggestions? Feel free to perform your own alterations.

That picture is the funniest thing I have ever seen.
Of course, the grain alcohol might have something to do with it, but I know it's still gotta be good.

Why does the 2nd picture look all blochy? Was that on purpose? Did you make it that way - the colors don't pop as much as the original.

It was my attempt to re-produce the Kim Anderson look with a little tweeking. The background is black and white, I added the color of the flesh, and the car, but the car was too much red. So I "toned" the red down, then I diffused it to soften it. When I look at it at 33% it looks fine. When I look at it at 100% I see what you are talking about.

I'm a complete PS noob, so it would take me a long time to do this, but I have suggestions

First, seperate the people and the old car from the rest. Make that the background and substantially blur it, and make it black and white.

Take the people and sharpen the edges, and change their colors to taste.

The pic is too busy, and you need to lose the background visually by putting it "out of focus" IMO

As long as you are doing this, may as well remove the cigarette box and butts on the ground.

I'd help...but I charge $25/hour for photographic alterations. That's my standard rate for clients.

Yeah, you can add most of that after though. I just didnt want to spend too much time.

I couldve done a much better job on the blur, but ever since I scanned and edited 100+ photos for a project, Photoshop is really boring.
