Help with Photoshop, Paintshop or Fireworks

How do I make a border like the one in the above image (the outside border, it's like an olive with diagonal dark olive lines going through it) with any of the aforementioned programs? Is there a simple tutorial on how to do this?

If you have firefox right click on the image of the background and if its a CSS code it will open up the single image.. then duplicate it..

OR... take a screenshot and zoom in like 1600% and duplicate that.
