Upgrading on a budget, I'm planning to buy a Gigabyte GA-970A-UD3 AM3+ mobo.

I'm asking about this:

PCI Express 2.0 x16: 2 (x16, x4)

I will have one PCI-e 2 nVidea graphics card and one Creative Labs sound card. Will I have enough slots for both cards?

yes, you would plug your video card into the top blue slot and the creative can go into the one of the white ones below the 2nd blue slot(pci slot) or it could go into any of the shorter pci-e slots
