Anyway, it just asks that you answer a few questions, I'll copy/paste them here for you to make it easier.

PLEASE when you POST threads asking for input on system builds tell us...

1. What YOUR PC will be used for. That means what types of tasks you'll be performing.

2. What YOUR budget is. A price range is acceptable as long as it's not more than a 20% spread

3. What country YOU will be buying YOUR parts from.

4. IF you're buying parts OUTSIDE the US, please post a link to the vendor you'll be buying from.
We can't be expected to scour the internet on your behalf, chasing down deals in your specific country... Again, help us, help YOU.

5. IF YOU have a brand preference. That means, are you an Intel-Fanboy, AMD-Fanboy, ATI-Fanboy, nVidia-Fanboy, Seagate-Fanboy, WD-Fanboy, etc.

6. If YOU intend on using any of YOUR current parts, and if so, what those parts are.

7. IF YOU plan on overclocking or run the system at default speeds.

8. What resolution, not monitor size, will you be using?

9. WHEN do you plan to build it?
Note that it is usually not cost or time effective to choose your build more than a month before you actually plan to be using it.

X. Do you need to purchase any software to go with the system, such as Windows or Blu Ray playback software?

Just answer those questions and there are many members here who will help you build the best rig you can for the $$$.
I personally don't stay "up-to-date" on pricing unless I'm planning on building a rig in the near future.
But as you'll see , many people on here do and will be very helpful.

Well, if OP wants to overclock his card and/or will get a monitor with a resolution greater than 1080p (Ex. 1440p), I'd recommend the 7970 in a heartbeat. Otherwise, the 770 has around 7% better performance when competing at stock speed, and has more than enough VRAM for 1080p resolution.

PS: I'm assuming that both cards have no games bundled.
 
BTW: My newegg shopping cart is exactly 1341 dollars, including taxes and fees. I stuck with a GTX 760, since I needed money left for my peripherals and monitor.

I will not use my current parts, and the Monitor I would prefer 1080P or 1440P at 23-24". The Optical Drive is just to install Windows on, nothing else. I will be building it next month or so.

What is the purpose of the PC? Only gaming?

PS: I think that the GTX 770 is a better deal due to the fact that you'll be playing on a 1080p res and you won't be OCing...

As for the GPU, please don't spend $480 on a 7970. There's no factory overclock that's worth 33% more than the base card.
